Home > Developing a Regional Housing Strategy
First stage

Ministers expect the Regional Housing Board to submit,
by the end of July 2003, a strategy that advises on the thematic
and geographical priorities for housing investment, and provides
an allocation strategy for the current Spending Review period (i.e.
2004/05 and 2005/06, while ensuring that these fit with other regional
strategies already in place or in development.
While time is tight, the Board are keen to maximise the level of
consultation and debate across the region as the document evolves.
The key stages are:
- 7 April
North West Housing Forum's annual event, first chance for housing
professionals to debate the new regional structures and start
the debate about priorities.
- Late April
Publication of a 'scoping paper', setting out the Board's initial
views on the region's strategic priorities for housing, and seeking
comment and evidence from partners in the region to help in the
development of the Strategy.
- May
Drafting of the Strategy begins as comments start to arrive.
- End May
Closing date for comments on the scoping paper.
- End June
Final draft Strategy to Regional Housing Board for approval.
- Early July
Launch of Strategy at Regional Assembly's Annual Conference before
submission to Ministers.
This formal process will be supplemented by informal soundings
with a broad range of partners, to try to tap into the vast knowledge
and experience of housing and regeneration issues available around
the region, and by taking opportunities to engage with partners
through a wide range of existing fora. This website is a key part
of that approach.
Second stage

As can be seen from the above, our need to complete the
initial Strategy by July will mean that time for debate and discussion
within the region, and indeed for information gathering and analysis,
is less than we would hope for. We will look to review the Strategy
between now and July 2004, taking action to improve the data and
analysis underpinning the document, perhaps commissioning research
to fill gaps, and consulting in more depth on the issues it raises.
