How will the Strategy be put together ?

Ministers expect the Regional Housing Board to submit, by July this
year, a strategy that advises on the thematic and geographical priorities
for housing investment, and provides an allocation strategy for
the current Spending Review period (i.e. 2004/05 and 2005/06, while
ensuring that these fit with other regional strategies already in
place or in development.
While time is tight, the Board are keen to maximise the level of
consultation and debate across the region as the document evolves.
This paper and the debate we hope it will inspire is the key stage
in this process. The responses to the questions raised here will
be crucial to the development of the draft strategy itself. This
formal process will be supplemented by informal soundings with a
broad range of partners, to try to tap into the vast knowledge and
experience of housing and regeneration issues available around the
region, and by taking opportunities to engage with partners through
a wide range of existing fora. We will also establish a website
to allow an even broader audience to contribute their views, ideas
and opinions.
Even so, our need to complete the initial strategy by July will
mean that time for debate and discussion within the region, and
indeed for information gathering and analysis, is less than we would
hope for. The resulting document will be an interim one, and the
conclusions reached will be open to change. We will review the strategy
between now and July 2004, taking action to improve the data and
analysis underpinning the document, perhaps commissioning research
to fill gaps, and consulting in more depth on the issues it raises.
